JAIC Offers New Enterprise-Wide Contract Vehicle for Rapid Procurement of AI Test & Evaluation

The @Army Contracting Command – Rock Island, on the JAIC’s behalf, has awarded blanket purchase agreements (BPAs) to 79 vendors to establish a decentralized vehicle to streamline rapid procurement and delivery of #AI Test and Evaluation (T&E) capabilities.
Both industry and government partners will benefit from the streamlined methodologies implemented during the creation of this acquisition strategy. This will result in increases of both competition and the ceiling for each agreement award (up to $15M). In addition, this vehicle will focus on developing independent T&E acquisition processes for the entire U.S. government.
As of this week, these awards include 44 small businesses and 35 large businesses, both of which will focus on developing specialized tools for the T&E of AI developments, ensuring compatibility and standards for our efforts across the #DoD.
Implementing responsible and ethical AI lies at the foundation of our mission at the JAIC. The rigorous testing and evaluation of our AI readiness systems is critical to accomplishing this. The T&E BPA will establish evaluation criteria, performance metrics, T&E standards, and best practices for automated, rigorous testing of AI-enabled systems. Also, it will support the Joint Common Foundation as the central platform for tailored, extensible T&E, curation of training and validation data, and identification of best metrics to characterize performance.
The T&E BPA will be accessible to the DoD and provides an Intellectual Property Matrix to help DoD partners draft current and future project requirements.
